     2019614日下午1716分,陜西省發改委官網發布信息,西安地鐵第三期建設規劃獲批!

 

   近日,國家發展改革委批復了《西安市城市軌道交通第三期建設規劃(2019-2024年)》。本期建設規劃涵蓋西安市、咸陽市和西咸新區,包括5條新建線路和2條延伸線路,建設里程約150公里,估算總投資約969億元。這是去年下半年國家重啟地鐵規劃批復以來第10個獲批的城市地鐵規劃,也是唯一跨行政區域的地鐵規劃,批復規模位居10個城市前列。

在西安地鐵第三期建設規劃申報過程中,適逢國家提出防范和化解系統性金融風險,國家發展改革委對各地新上報的地鐵建設規劃暫緩受理。省委、省政府領導高度重視西安地鐵建設,多次對第三期建設規劃報批工作進行研究部署,帶隊赴國家發展改革委、住房和城鄉建設部溝通協調,爭取將咸陽市、西咸新區納入規劃范圍,并指導省內有關方面搶抓國家重啟地鐵規劃審批的有利機遇,按照國家要求優化完善建設規模和方案,強化資金保障能力,促成西安地鐵建設規劃順利獲批。

   截止目前,西安地鐵相繼建成運營4條線路,通車里程126公里,今年日均客運量達到253萬人次,高峰日客運量達到329萬人次,每公里客流強度持續位居全國第一。在建線路共5條、146公里,其中1號線二期和機場線預計今年開通運營,5號線、6號線和9號線將于2021年前陸續建成投運。本期批復的建設規劃包括1號線三期(秦都站-森林公園)、2號線二期(草灘北-北客站、韋曲南-常寧)、8號線(環線)、10號線一期(楊家莊-水景公園)、14號線(北客站-賀韶村)、15號線一期(細柳-韓家灣)、16號線一期(灃東小鎮-能源三路)。2024年,西安地鐵將形成棋盤++放射”12條線路,建設和運營里程423公里的城市軌道交通網絡,軌道出行率占公交出行比例將達到35%以上,對進一步完善立體綜合交通運輸體系,加快關中平原城市群和西安國家中心城市建設,持續壯大三個經濟將發揮重要作用。

In accordance with the requirements of the state to optimize and improve the scale and program of construction, strengthen the financial security capacity, and promote the xi'an subway construction plan was successfully approved. Up to now, Xi'an Metro has been built to operate 4 lines, 126 kilometers of traffic mileage, this year's average daily passenger traffic reached 2.53 million, peak daily passenger traffic reached 3.29 million passengers, per kilometer passenger flow intensity continued to rank first in the country. There are 5 lines under construction, 146 kilometers, of which Line 1 Phase II and Airport Line are expected to open this year, Line 5, Line 6 and Line 9 will be completed and put into operation by 2021. The construction plan approved for this period includes Line 1 Phase III (Qindu Station-Forest Park), Line 2 (Grass Beach North-North Passenger Station, Weiqunan-Changning), Line 8 (Ring Line), Line 10 (Yangjiazhuang-Shuijing Park), Line 14 (North Passenger Station-Heyu Village), Line 15 (Xiaoliu-Hanjiawan), Line 16 (Tongdong Town - Energy Road 3). By 2024, Xi'an Metro will form 12 lines of "chessboard and ring and radiation", build and operate a 423-kilometer urban rail transit network, the proportion of rail travel will reach more than 35% of public transportation, to further improve the three-dimensional integrated transportation system, speed up the construction of the Guanzhong Plain city group and Xi'an National Center city, Sustaining the growth of the "three economies" will play an important role.
